(1) Anthony only purchases shirts and trousers 9 at a time.
(2) a is increased by 4x and b is increased by 5x, where x is a positive integer.

Shirts : Trousers
a:b = 4:5

Statement 1 Anthony only purchases shirts and trousers 9 at a time.
no sufficient, since individual number of shirts and trousers are not known.

Statement 2 a is increased by 4x and b is increased by 5x, where x is a positive integer.
if ratio of shirts and trousers = 4:5 increased by 4x and 5X respectively new ratio will remain same.
Sufficient
