Was able to eliminate A and B but not sure how to eliminate between C / D and E
To the best of my knowledge -- just between active and passive -- active is not necessarily preferred all the time

Not exactly relevant to this question, but does anyone know where I can learn more about when to use "that" with bossy verbs like require?

C, teachers are required to tutor underachieving students, and not themselves. Between C and E, E is unnecessarily long to convey the same message.
