Not exactly relevant to this question, but does anyone know where I can learn more about when to use "that" with bossy verbs like require?

Try this :

C, teachers are required to tutor underachieving students, and not themselves. Between C and E, E is unnecessarily long to convey the same message.

Hi Nikhil,

There is nothing wrong with option D, But generally, when we have 2 choices, which are correct, we should prefer concise ones. So GMAT gives more priority to Active voice over passive voice.

Both C and D are correct, but C is in active voice, D is in passive, prefer active over passive voice in GMAT.
