Yeah B and D are the same.
In fact it's good because I choose D (or B, as you wish  )

the other are not clear about the subject (connection/modem) or about the grammar construction (parallel, wordy)

It can not be C.

Check your OA and please give OE.

What does "IT" refer to here. Does it refer to a connection or a modem.

It has to be from B and D, which are exactly same...

160.Any cable modem will occasionally fail to signal that there is a connection when it is present and mark that there is one when there is not.

A. that there is a connection when it is present and mark that there is one
B. when a connection is present and mark that there is one
C. a connection when it is present and mark that there is one
D. when a connection is present and mark that there is one
E. the presence of a connection when it is there and mark its presence

I pick C.

B and D are out because you need a noun after signal, in other words, signal what?, that left with C and E.

Signal a connetion is better than signal the presence of a connection, so C is my choice.

Dear DLMD,

I would agree with you if you please explain what it refers to here.

If you see closely, there is no difference of words in C and D

C. a connection when it is present and mark that there is one
D. when a connection is present and mark that there is one

if you match, it in D is replaced by "a connection", which to me does make a lot of sense.

Again, I may be completely wrong...
