Yes, more people will apply in round two than round three and more will get in. If you are on the fence about submitting and your application is pretty good, you may want to consider round two. That said, people apply and get in every year in round three so if you haven't started yet and won't have time, round three is certainly an option.

Yes round 3 is much different, round 2 will get way more submissions leaving generally fewer spots for round 3. If you are putting together a strong applicant with a good profile and miss round 2 then it is ok to consider round 3 as an option. Good Luck!
