I was wondering why the applications ask what other programs I am applying to. Does it affect how they view my application by how many other programs or the quality of the programs. If they see I have a lot of great programs I am applying to, will they be less inclined to take my application seriously because they figure I may reject their offer? I am applying to 12 schools, should I list them all?
If the application is at the top of my list, should I include other top programs on my list or only the lower ones so the program knows it is my top choice?
If the application is for a lower choice program, should I put programs that are on the top of my list or list other lower choices so they think they are high on my list and not one of my second level choices?
I would much appreciate any of your thoughts on this subject.

As far as I know , this particular column is for data analysis that the institutes use for tracking competition and where their potential entrants are applying to. It is not used for admission related decisions.
How should one fill it up ? I do not know. Your idea of listing only the univs which are "higher ranked " seems fine to me
