The answers to your questions are given below:
A) GMAT is not the only one thing that matters on your profile. Your admissions is dependent on other things like your work experience, essays etc. If the other parts of your application is strong, then you should definitely try. One way to judge is to compare your own profile to that of your peers.
B) A score of 620 is well below the ISB average so getting through to ISB only on the basis of your GMAT will be difficult. However as mentioned above if your profile is good you may have a chance.
C) You can look at SP Jain, Great Lakes, HKUST, University College Dublin, IESE
D) Work experience, quality of essays, motivation to study at ISB, recommendations, personal experiences, interview.
