There are many benefits to timing your practice, including:
If an application deadline is, say, January 10th, does that mean the application needs to be submitted by midnight of Jan. 9th, or Jan 10th?
I'm sure the reason I couldn't find this answer with a search is because everyone knows it already, but I don't!

It varies school to school--look at the application website and see.
They're usually very specific...i.e. Stanford said 5pm Pacific Daylight Time on October 6, Harvard is 12pm Eastern Standard Time on January 11, etc. Give yourself a few hours (or days) to account for the fact that their servers are probably getting slammed at the last minute.

Each program will have different deadlines and levels of specificity but generally when a deadline is the 10th of something, it means you can submit it no later than 11:59PM on the 10th, but you do have that day to submit it.
