The first post is right. You should email and/or call the admissions offices of the programs you are interested in and explain exactly this issue. I am confident most, if not all, will be open to waiving the application fee.

Keep in mind, the cost of attending the program will also be impacted by currency exchange, and that is way more significant than the application fees. It is commonly a topic that is covered the financial aid sessions held by the schools during welcome student weeks. You should inquire about those as well while you are asking for your waiver just to show your seriousness in the problem you are facing.
