Hello,
I plan to apply for university of Melbourne MBA and I am wondering whether application date matter, mainly in terms of acceptance rate. (or some other consideration, if any)
Comparing:
1) Apply 2 weeks before deadline of round 1 (deadline: 31 Oct 19)
2) Applying 2 months before deadline of round 2 (deadline: 14 Jan 20)
If it does or does not make any difference, does this principle apply to other universities as well?

If the b-school has mentioned a specific date for deadline, then it makes no difference if you apply earlier than the given deadline. In this case, b-schools will open your file only after the date is past.
If its a rolling deadline they will see your file when they receive it.
If its a rolling deadline with an "apply by" date, then you can apply anytime before the deadline.
I would prefer to apply in R1, unless you have a reason to wait.
