Do you think that it is better to apply with an average application that you think might not be in the high prob admit list, with the intention of re-applying if negged with a stronger app?

My theory is that it shows a basis for your improvement. Admin would consider the improvement, dedication to the school, etc...

Or would you recommend just waiting to apply when you feel you have a better app package?

What will improve between the first app and 2nd?
