Sorry I'm not entirely sure what you are referring to.

GMAT allows you to send scores to 5 schools selected before the test for free. Sending the score to any other school will incur the standard ~$28 charge per school.

Every business school will charge you an 'Application Fee' - this is not related to the GMAT in any way as it is the charge for them to organise consideration and processing of your applciation etc, as well as providing a deterence to candidates who are not serious about attending (due to the costs of the application fee).

It sounds like you are questioning whether you have to pay the BS's application fee if you have sent the GMAT score? If that is the case then yes you do, as you only paid GMAT to take their test, not for applying to any school. You need to pay each BS to consider your application.

Does that answer your query?

Yeh no problem. The application process gets expensive fast - but then it is added motivation to apply only to the schools you actually want to go to and to put as much effort into each application as you possibly can!

Best of luck with it all! Keep using the forum - it's so unbelievably helpful with getting hints and tips for each application/school/interviews etc.
