A seem like the best answer. i couldnt find anything wrong with it no misuse of verb tense no mofidier errors. it should be right. as far as the remaining choices - D has a misplaced modifier, E has a verb tense error. Modifier error in B as well looks like the date actually established the library which was done indeed by Congress.

Problem with A is: Approved April 24, 1800 should modify the provision not the act.
