the intended meaning is to compare 'anti-immigration policies' to the act of cutting off a branch.

a. which he compared to the act of cutting off a branch one is sitting on
which refers to America whereas ideally it should refer to the AIPs - Option A is out.

b. which he compared to a branch one is sitting on which is being cut
Same issue as in A. Another issue is the use of second which to refer to a branch - incorrect
c. comparing the process to the act of cutting off a branch one is sitting on
As explained above the intended meaning is to compare the policies and not the process - Option C is incorrect.
d. comparing the policies to the act of cutting off a branch one is sitting on
Option D - Verb-ing modifier (Adverbial Modifier) - correctly modifies the preceding clause/idea - Correct
e. comparing the policies to a branch one is sitting on which is being cut
Same issue as in C and another issue is the use of second which to refer to a branch - incorrect

b. which he compared to a branch one is sitting on which is being cut - misplaced modifier

c. comparing the process to the act of cutting off a branch one is sitting on - policies referred to as process .

d. comparing the policies to the act of cutting off a branch one is sitting on - comparing policies with policies correct
.
e. comparing the policies to a branch one is sitting on which is being cut - wrong construction of words . Use of which is wrong.

I don't think you can compare policies to the act of doing something, such as cutting off a branch, as in choice D. If it were something like: "comparing the implementation of policies to the act of cutting off... ", I would believe it is correct.
