Arthur Winston, "Called Employee of the year" by Bill Clinton, worked with Los Angeles Metro until his 100th birthday, inasmuch as he regarded himself young and strong, not old and feeble.

A) as he regarded himself young and strong, not
B) that regarded himself young and strong rather than
C) as he considered himself young and strong, not
D) that he considered himself to be young and strong rather than
E) as he considered himself young and strong instead of

in as much takes as, not that. So, B & D are out.

Regard as is correct idiom. A is out.

Incorrect usage of instead of in option E. So, C is winner.

To answer your query, "instead of" is not a preferred construction on the GMAT, so the use of "comma + not" makes Option C superior and clearer in meaning.
