A simply states that taxpayers pay for prenatal care for all immigrants, including undocumented ones, but doesn't explain anything on why that would save taxpayers any money. B and D don't bring out any connection to immigrants and their infants, while C, if extrapolated, opposes the notion that tax payers' money is saved from undocumented immigrants. E states that even babies born to undocumented immigrants receive infant care from the state. So if money is spent on prenatal care, those infants will be healthy and would possibly need less infant care and associated state benefits. So, E.

(B) Pregnant women who do not receive prenatal care are more likely to experience health problems than other pregnant women. -  could be answer since health problems post delivery will increases expenses on treatment

(C) State benefits for prenatal care serve to promote undocumented immigration.  doesn't help 
 
 (D) Babies whose mothers did not receive prenatal care are just as healthy as other babies. -  Opposite of what we are looking for

(E) Babies born in this state to undocumented immigrant  parents are entitled to infant care benefits from the state  - State  must  incur the cost of infant care hence this will be answer.

for Option B pregnant women may or may not receive the benefits from state hence B wont be the answer.

The argument does not inform us whether this is the case. Thus it is impossible to assess the extent to which choice (E) would explain how the prenatal care would save the taxpayers money.
