CIA is considered singular noun.

Anything with the word "their" or "them" is incorrect for the above reason.

so A,B,C are incorrect.

D is superior to E because the similarity would be between x and y

Not the similarity of x with y

The highlighted parts in the answer choices points out the flaws.

MANHATTAN REVIEW OFFICIAL EXPLANATION:



This sentence compares the CIA to the KGB. The plural pronouns ‘their’ and ‘them’, are inappropriate as they refer to the CIA, a singular entity. Eliminate A, B and C. That leaves you with choices D and E. Choice E uses the incorrect preposition ‘of’. It is a similarity between two things, not of one with another. Choice D is the correct answer.
