Havoc WAS a military signal.
Without the WAS, we are missing a main verb, therefore discard immediately A and D.
In B we miss the parallelism needed for the presence of the conjunction AND.
Discard B.
In C we have different verb tense: directed (past), invoke (present), and cause (present).

GMATNinja why couldn't option B be the answer since, Havoc was used as a military sign and it was used to direct soldiers to cause pillage and chaos, this pillage and chaos caused confusion. Hence verb+ing modifier makes sense here.
