As soon as the residents of Florida’s east coast finished evacuating their homes, they had learned that the hurricane track had changed dramatically and the storm would miss the entire state.
A. had learned that the hurricane track had changed First the residents "finished evacuating", only then did they "learn" about the change. Use of past perfect "had learned" for the more recent action in the past is incorrect. Eliminate.
B. have learned that the hurricane track changed Use of present perfect "have learned" is incorrect since it is a single act in the past ("learned") and does not continue into the present. Eliminate.
C. have learned that the hurricane track had changed Same error as in (B). Eliminate.
D. learned that the hurricane track had changed Correct - usage of past perfect "had changed" for the earliest event/action in the past. No other errors introduced.
E. are learning that the hurricane track has changed Usage of present continuous "are learning" is incorrect. The action is not happening in the present and is not in progress. Eliminate.
