i think A? C seems to be correct tense but isn't "no news is good news" part of normal speech?

Explanation
The phrase 'no news is good news' is a standard idiom in English, and should not be tampered with.
Hence, the verb cannot be changed to 'was', as in options B and C or to 'to be', as in option E.

Option D slightly changes the meaning of the given sentence.

Hence (A) is the correct answer.
