At a recent meeting of the majority of world's governments, many participating countries favored imposing economic sanctions on those countries unwilling to sign an agreement limiting the proliferation of weapons of mass destruction, regardless of whether it can be demonstrated that any of those countries have built these weapons. Others argued that imposition of sanctions under such conditions, far from being preventive, would give the appearance of high-handed interference without just cause. The issue is specifically about "proliferation", in order to proliferate they should atleast have "means to transport". What if the country that is under scrutiny is not on this planet!
The sentence is seaking "just cause" for posing sanctions. Any country that has built WMD fits the profile. D is far stretched, since a country that has means to deliver WMD does not necessarily have the intention to deliver it. "Proliferation" of WMD discussed here maybe a bit misleading.

That a country could deliver such weapons is no sufficient cause, as claimed by the opposition, to impose sanctions, because they actually don't might have any weapons.
First a country must be proven to have such weapons, and then, if it is unwilling to sign the treaty, the others can impose sanctions.
