35% of 80% that is basically 7/25x where x is all the employees involved.
Now we have managers to be 1/5x which is 20%

So we need a common value of x that leads us to a value in the options.
When x=500 we get 140 and 100 respectively which is our answer.

Or

We see that the ratio of their numbers are 7:5 so find a value in that ratio.

Isn't question is written poorly? Here it is asking managers in engineering division, which will be zero. It should be the number of managers and the number of designers in the engineering division.

Managers = 20% of the division.

Designers = 35% of the engineers = 35% of 80% = 28% of the division.

So:

Managers : Designers = 20 : 28 = 5 : 7

From the options, the pair that has this ratio is:

Managers = 100

Designers = 140

Yes agreed. It is not perfectly framed, however you get the memo seeing the options as we do not see a 0 anywhere. Official questions would be more clear and precise. It is a good problem to solve nonetheless.

It came in my 10 question quiz on GMATClub, and I had to re-read two more times to see if I am doing some mistake, so a bit of waste time if coming in exam.
