(c) Maintaining the current level of funding, though an impressive attempt,

Please help me with the below question. I could narrow down my choices to (b) and (c), but them I am stuck. 
Could not figure out what specific error type of this question, guessed while marking the field tag.

I think we are talking about attempt, though impressive is talking about the attempt and not maintaining..so B is correct

A,D and E are wrong because of subject verb agreement..attempts-has
C is wrong because maintaining is wrongly modifying has not resulted...It is attempt that has not resulted

Imo B . 
A,D, and E are out for obvious reasons.

C is wrong because it doesn't tell for what or for whom or for what purpose the attempt has been made. I mean it doesn't even mention museum.

I guess I am not mistaken.
