The subject is "
Attempts," a plural subject, which requires the plural verb "
have." Choice (A) & (B) are out.
Now, let's look at the other three:
C.
have not resulted in the gains in student performance predicted by policy makersA bit stilted in its phrasing, but technically correct.
D.
have not brought the gains in student performances that are predicted by policy makersSlightly longer than necessary, but grammatically correct.
E.
have not, as predicted by policy makers, resulted in the gains by student performanceAwkward in many ways. We can reject this.
It's as if (C) is 80% correct, and (D) is 70% correct. Yes, hypertechnically, (C) is a better answer, but this does NOT have the feel of the GMAT, on which one answer is clearly right and other four are clearly wrong. This is NOT a GMAT-like question.
