I am going to go with 'D' on this one...b/c the comparison between authoritative and permissive parents is clearer, and the sentence overall is less awkward.

A&B are too wordy, the comparisons are not clear, and the modifiers are confusing. C & E are awkward also.

Why are you going with A? I find that many times I try to compensate for the GMAT's preference of wordy choices...but in this situation A seems too convoluted. :?:

A is best among all. Parallel noun phrases to describe the quality of childen.
B - sentence fragment. Main verb missing.
C - wrong comparison. Need of after rather than and moreover total mess.
D - being, when they are - again messy
E - wrong comparison

 ==> not a good structure if you strip it down to: Children ... , and be
responsibly independent when they are an adolescent. 

E. Rather than permissive parents, the children of authoritative parents are the more likely to have self-confidence, a high self-esteem, and to be responsibly independent as an adolescent.

 ==> Rather than is misused here.

Try breaking it down 

Children whose parents are authoritative rather than being permissive, are more likely to have 
self-confidence, 
a high self-esteem, and 
be responsibly independent when they are an adolescent

1st problem.. either use being before authoritative to parallel or remove it before permissive
2nd problem.. verbs dont make sense.
children are more likely to have self-confidence
children are more likely to have a high self-esteem
children are more likely to have be responsibly independent 

3rd problem
when they are an adolescent 

adolescent is a state of being, you can not use "when" to indicate the time of adolescent .
