A - cost of damage should be followed by "from devastating flood" . Misplaced Modifier C - It looks like River Rhone cause the more than 500 million Swiss francs and not its flood . D - outright awkward E - looks like River Rhone resulted from in more than 500 million francs.

I went for B here b/c of clarity.
C: which used after floods doesnt really make any sense. b/c the goverment will need to absorb the COST not the floods. Also its not very clear in C that the Rhone actually caused the floods. These problems persists in pretty much all of the other choices.
I would like to know when it is ok to use "Whose." I have read some contradictory advice on this and would like to get things clarified once and for all... Solaris
