because is a subordinating conjunction and is used to join a subordinate clause to the main clause. However, in this case the use of because is in appropriate. - A & D are out

Which is incorrectly modifying rhone.
Which is a relative pronoun and it relates to the word immediately preceeding 'which' - C and E are out
FYI: which in most cases takes a comma

B overcomes all the abovementioned errors.

Though grammatically correct, it is not clear whether the floods have already occurred or the floods are going to occur or whether it is just a hypothetical anticipation. Rather very imprecise.

B) whose devastating floods have caused more than 500 million Swiss Francs worth of damage, the cost of which will take several years for the Government to absorb. ….Reluctantly have to accept as the best of the available. Even here, the introduction of the government is an unnecessary intrusion, not found in the original.

C) which caused more than 500 million Swiss Francs of damage from the devastating floods which will take many years to absorb. ….. Reference of ‘which’ is wrong

D) because several years and more than 500 million Swiss Francs will it take before the government can absorb the devastating damage from the floods. … 1. Can absorb the devastating damage from the floods? 'Absorb damage from the floods' is wrong diction. 2. What is the role of ‘it’ after will? Very ambiguous

E) which resulted in more than 500 million Swiss Francs in total cost for the devastating damage of the floods, which will take several years to absorb. …. Reference of relative pronoun ‘which’ is wrong

I choose B.
A) because the cost of the damage will be more than 500 million Swiss Francs and will take several years to absorb after the devastating floods. ….

"The cost...will be more than 500 million Swiss Francs and will take several years to absorb..." sounds illogical.
The other answer choices use of 'which' modifies the wrong subject.
