Question
The following appeared as part of an article in a trade magazine:
“During a recent trial period in which government inspections at selected meat-processing plants were more frequent, the number of bacteria in samples of processed chicken decreased by 50 percent on average from the previous year’s level. If the government were to institute more frequent inspections, the incidence of stomach and intestinal infections throughout the country could thus be cut in half. In the meantime, consumers of Excel Meats should be safe from infection because Excel’s main processing plant has shown more improvement in eliminating bacterial contamination than any other plant cited in the government report.”
Discuss how well reasoned . . . etc.

The author of the passage states that frequent inspection of meat-processing plants by the government can lead to a significant increase in the hygiene practices of meat-processing plants. The author justifies his claim by projecting the statistics stating a 50 percent decrease in bacteria on process chicken when compared to the previous year. In addition to the statistics, the author also promotes the brand whose meat processing plant has shown most improvement in eliminating bacteria.
The author assumes that the majority of the stomach and intestinal infections throughout the country is due to the unhygienic meat-processing plants. The major reason of stomach and intestine infections in the country could be some kind of flu that has affected the country the previous year. Another possibility could be that the people of the country have a sensitive stomach and intestine due to heredity genes and hence the meat processing industry cannot be held completely liable for spreading stomach and intestinal infection.
The author insists that frequent inspections can lead to significant improvement in the hygiene of the meat processing plants. But on the contrary there might be a possibility that the plants could clean up just before the expected inspection in-order to create a good impression in front of the government to gain publicity like the Excel Meat company. Since the people would be highly motivated and would rely on the government's recommendations, and hence it would be beneficial for the meat-processing company to create a good impression.
The government’s intentions to improve the standard and hygiene of the meat-processing plants can be fulfilled by providing incentives to these meat-processing companies in the form of recognition in the market or wavier the taxes paid for that particular year. This would keep the meat processing plants motivated to maintain hygiene and be best in the market. It would also promote a healthy competition between various meat processing companies.
Therefore it can be concluded for the above arguments that the government needs to analyse the main reason behind the stomach and intestine infections before imposing allegations on the meat processing companies as it would destroy the business of these companies. Also the government must not favour any particular brand but establish fair measures for the judgement of the hygiene levels of the companies and promote healthy competition between the brands to stay motivated to maintain their standards.
