You ask a rather broad question - and the answer will depend on the strength of your OVERALL Profile, the Schools that plan to apply to and when you plan to apply. The idea that you would submit an application that was not as strong as you could make it seems problematic. If an Admissions Officer thinks that you're not trying very hard (especially on something as important as the GMAT), then you might not be a good person to invite to that School (since you will almost certainly have to do a LOT of tough work to earn your MBA).
This is essentially an Admissions question though, so you would likely find it beneficial to speak with an Admissions Expert about your overall profile and plans. There's a Forum full of those Experts here:
