I'm not a native English speaker so I presume my AWA scores would matter more than they should for a native speaker...(like if I write my app essays too well and my AWA scores are low, adcom might suspect that someone else wrote those essays for me or something..??) Well..good AWA scores wouldn't hurt.. 
I was looking through the list of issue questions that I printed it out from mba.com and most of them had you answer the question:
"In your view, to WHAT EXTENT should blah blah blah"
"Discuss the EXTENT to which you agree or disagree with blah blah blah"
Now I don't know how I should begin my answer. I know that for the issue part, I have to pick a side and defend it. BUT HOW SHOULD I START OFF WHEN IT ASKS FOR THE EXTENT? Do I have to say something like, "I agree with blah blah to a large/significant/small extent that..."??
I mean, do I have to say something about the extent itself? Like, small extent, big extent, etc? If so, what exactly is a big/small extent? If there weren't such "extents" I'd just feel free to pick a side and defend. But with the word, I kind of feel THE NEED TO SAY SOMETHING ABOUT the extent itself, like whether it's big or small (magnitude).
The following is an issue question.
"In some countries, television and radio programs are carefully censored for offensive language and behavior. In other countries, there is little or no censorship."
In your view, to what extent should government or any other group be able to censor television or radio programs? Explain, giving relevant reasons and/or examples to support your position.
How would you plan for 5 min for the above question??
(Like how would you deal with the extent part?)
Please help me out.

I don't think you need to use a word that describes the "magnitude" of extent like "big" or "small". Any question that asks "to what extent you agree with an issue" is really just saying "there are extreme opinions on this issue, where do you stand?"
So for instance in the example you listed, you could say something like, "While I belive it is important that the right to free speech and artistic expression should not be limited by censors, I do believe in some instances censorship is okay, for instance if the reason for that censorship is to protect children from violent or sexual material."
The above answer basically says the extent to which I agree without saying, "I agree to a big extent."
