I have scored a 700 on GMAT but a low 3 on AWA. Should I retake GMAT ?

Congratulations for touching that 700.
The answer to your question depends on which schools you are targetting and how seriously do they take AWA score.
Moreover, if you can prove them that your analytical skills are very good (maybe in optional essays), I think you might be good.
But again, check the requirements of universities.
P.S: If you are targetting top 20-30 universities of US, go ahead and retake the exam.

I'd say Yes, you should definitely retake. And try not just to improve your AWA score, but also the overall score. You've done very good and you can do even better. Just believe in yourself and you'll score much much better! All the Best
