Most US MBA programs will look at your highest GMAT score and not average them. You could try applying as is, and then sending in your new GMAT score when you get it back. You should be able to do this before an interview invite decision is made.

If you improve your GMAT score, great! If your score doesn't change substantially, however, you really need to think about what part of the country you want to be in. At this level, local and regional school ties will matter a lot.

I'd also recommend retaking the GMAT at least once. If anything, narrow down on if it's your quant score or verbal that's killing you. Whichever it is, take some CC courses to prove you can do it. This will hopefully counter the lower score and at least show to adcoms your effort.

Definitely retake the GMAT. Coming from India puts you at a disadvantage of 25-100 GMAT points at many schools, so when screening schools in the US look for schools that have an average GMAT of 25-100 points below yours.
