In the initial sentence, "ones" refers to "wings", but that isn't clear until the second half of the sentence. A better construction would use the word "wings" in the first half of the sentence. That leads us to (D) and (E).
Another distinction among the choices is the presence or lack of a connecting word such as "with" or "whereas". To contrast bald eagles and golden eagles, we need such a word. That eliminates (A) and (E), leaving only (D) as a likely correct answer. (D) uses the word "wings" in the first half, and word "whereas" connects the two contrasting facts. (D) is correct.

I think the answer to this question is D, it sounds good and grammatically simpler to understand.
