C is the best answer. both clearly inludes two groups - decptive landing and business practice.

On closer inspection, I am not very confident with C.

I picked C also. But OA is E.

It says that there are parallelism errors with the correlatives "both ... and" in choices A and B.

Choice C, though gramatically correct, changes the meaning of the original sentence slightly.

Choice D awkwardly separates the adjective "deceptive" from the word it modifies.

Can anyone explain further on why C is wrong?

One can argue on the fact that ".... business practices, misleading ..." in C means business practices are misleading stakeholders and not institutions! and "A" maintains complete harmony, so A is the correct answer.

A,B,E - 'both used' is not correct. 'used both' is better.
D - awkward sentence construction

C is the best choice. 'used both ... ' is correct, and misleading seperates it from an item that the company is charged for

while choosing C, i didnot feel 100% confidence on C cuz i was looking for correct use of "both ....and". yes, E correctly does this. E also misses the coma after practices. the sentence looks like as under:

15. Banking regulators have seized a savings bank in Georgia and charged that the institution both used deceptive lending and business practices, and misled

C) used both deceptive lending and business practices, misleading

or

E) both used deceptive lending and business practices and misled

E it is. Look

Banking regulators have seized a savings bank in Georgia and charged that the institution both used deceptive lending and business practices and misled its stockholders.

IIism in 'C' confusing you. But 'misleading' after the comma is not appropriate here.
IIism in 'E' better fits the sentence.

2 Professor we do not need comma before and in this case.

E seems Ok because the word both refers to 'L and B practices' and misleading.

C seems gramatically correct but in C misleading modifies the practices and the word both does not refer to misleading.

So, I go for E
