well i believe it should be "is" not are
we are talking about airplane passengers use...Use is singular thus "is" is must
this ruled out A, B and C
being in motion isnt right in D
so E for me

Singular 'is' is required here as 'use' is singular. So A, B and C are out. Now between D and E

(D) during times of the airplane being in motion, even on the ground, is - Incorrect - airplane being in motion is same as airplane in motion. Being is redundant

(E) when the airplane is in motion, even while on the ground, is - Correct

Use is singular and hence requires 'is' A, B and C out.

Between D and E, D is concise and conveys meaning clearly.

Use is prohibited not use ARE prohibited. so left with D and E.

E is the correct option. in choice D, "airplane being in motion" does not sound right.

between D and E, there are many problems in D.
1/ preposition + noun + participle (ing or ed) is wrong in gmat.
2/ "even on the ground" modifies the plane, this makes the sentence awkward.
3/ avoid using V-ing
4/ "when" in E is appropriately used.

Imo E
Note that the "use" is singular .
So we need singular verb this strikes out A ,B,C
D being is wrong during times is incorrect modifier .
E is correct
