Because cellular telephones emit signals that can interfere with cockpit-to-control-tower transmissions, airplane passengers’ use of these instruments at all times that the airplane is in motion, even while on the ground, are prohibited.

The subject of this sentence, use, is singular. Therefore, answers A, B, and C are incorrect; each states that the passengers’ use of these instruments … are prohibited. Choice D is unidiomatic, and the phrase even on the ground is unnecessarily vague. Choice E is concise, clear, and employs the correct verb. The best answer is E.

"airplane passengers’ use" is singular - Verb should also be singular

Eliminate ABC

D VS E - E is more concise and makes more sense.
