I chose E as the most parallel option
That he agrees with you does not signify that his reasons are the same as yours.
"That he agrees with you" is the singular subject, which matches with singular form "does".
Pronoun "his" refers to "he". I believe that on the exam, it won't be the case when pronoun lacks noun antecedent, is that correct? But neither option has a noun instead of the pronoun "he" in the underlying part.
