For the above reasons I agree that E is the best option. But I beleive that the "ascend" should be "ascends" in option E.Option C does use "ascends" but then "difference ..between" is more appropriate.Hence I beleive that option E is the best and "ascend" should be "ascends".Please correct me if I'm wrong.

E

"It is essential " requires the subjcuntive mode so "ascend"

the same for other words such as :

arrange, desire, demand, directive, pleadd, recommend, request, etc

I was trapped by "c" though at first sight

no, buddy, this one is subjunctive mood :)

According to the golden Manhattan SC book which we know is the best of the kind:
you should use subjunctive mood for verbs following words and phrases such as "advice, advisable, ask, arrange,....essential, fitting, imperative, important, insist, necessary,etc....."

So the verb following these indicators must be in bare-infinitive form.

E)...it is essential that a diver returning to the surface ascend slowly or he

Shouldn't the sentence be "...it is essential that a diver returning to the surface [u]be ascending slowly or he..."

It is also a continuous subjunctive form as explained here:
https://www.englishpage.com/minitutorials/subjunctive.html

it should follow the word "be" after "ascend"

After narrowing it down to C or E, I choose E because "differences between" is more appropriate thatn "differences in" when comparing two things.
