my pick is B -- "...has not ....and will never......"

I would choose option E. (has not been able to run and possibly never will be able to run)

because GMAT favours complete sentences...

In all the other choices, Because of his broken hip, John Jones has not ? is an incomplete sentence as it shows no clear action/verb?

E) first part should be present perfect and second part simple future.

I take C/E

for B , we can't rewrite : ... John has not able to run....
so C / E means : ... John has not been able to run.. and will/would never able to run....

however, I don't know what the different between will and would in this question

E - This is a very common error that is tested on GMAT SC.

Because of his broken hip, John Jones has not and possibly never will be able to run the mile again.

A.has not and possibly never will be able to run
###has not been

B.has not and possibly will never be able to run
###has not been

C.has not been and possibly never would be able to run
###will never be - simple future. "Would" is used only in complex tense structures.

D.has not and possibly never would be able to run
###has not been; will never be.

E.has not been able to run and possibly never will be able to run
###Correct.
