The dependent clause that begins with because and ends with a comma should modify the subject of the clause. The subject here is the investigators. Therefore, its placement should be immediately after the comma.

With this reasoning alone, we can eliminate A, B, and C.

Now the decision is between Options D and E.

(D) the investigators were not capable of determining the possible extent of – Two things to consider here are word order and concision. not capable of determining can be better expressed with the infinitive to determine.
Plus, the phrase the possible extent of is not the same as the original intent which is the extent of possible. You can see how word order here affects the meaning. Eliminate

E is the best option.
