THE PROMPT

• Meaning?
The sentence, parsed:
(1) No formal agreement [about air service] exists.
(2) But that absence does not necessarily mean that scheduled air service will cease.

(1 & 2): The absence of a formal agreement does not mean that air service will cease.

Now we check the option for meaning and logic.
We know that the absence of an agreement is the subject of this sentence that matches the verb does not necessarily mean [something bad].

THE OPTIONS
