Split #1: all five answer choices have the word "and when" beginning the second half of the sentence. What happens before that? We need a full independent clause, with a bonafide [noun]+[verb] structure. Choices (A) & (D) & (E) have [noun]+[noun modifier] but no verb: they commit the missing verb mistake, so all three are incorrect.
Split #2: the clause following the subordinate conjunction "when" also needs a full [noun]+[verb] structure. Choices (D) & (E) have [noun]+[noun modifier] but no verb: they commit the missing verb mistake again.
Split #3: the name Beethoven appears at the beginning of the sentence in the possessive. A noun in the possessive cannot be the proper antecedent of a pronoun. Therefore, the "he" at the end of the underlined section is a pronoun with no proper antecedent. We need to repeat the name "Beethoven". Choices (A) & (E) make this mistake of using the pronoun.
Split #4: Choice (B) is an unholy abomination. Instead of "than the Seventh symphony", it has the slightly longer "than the Seventh symphony is" --- that's not so bad by itself. Then, it says "Czerny asked a question about why it was less popular" --- totally redundant. If someone asks something, of course it's a question! This phrasing is wordy and redundant, so choice (B) is absolutely unacceptable.
(C) is the only possible answer.
