Very Easy but Tricky for people who over-read.
Seconds per block means time taken per block and not speed.
So Beth walks in 40X45 seconds (block X sec per block)
The subway reaches in 40Xz Seconds (block X sec per block)
Given, Difference in timing between walk and subway is 20 minutes.
40x45 - 40Xz = 20X60
z=15
