Thought this question was somewhat straightforward.

Have to prove that Campaign reduced HIV cases.

A is good.

Between 1985 and 2005, the number of new HIV patients increased annually at a rate of 5%. However, between 2006 and 2007, the number of new HIV patients has decreased by 15%. Thus, the prevention techniques of HIV popularized by the HIV END campaign have been successful in curbing the spread of HIV.

Boil it down - the prevention techniques of HIV popularized by the HIV END campaign have been successful in curbing the spread of HIV.
Type- strengthen

A)The use of Safe-Needles, supplied as a part of HIV END campaign, to deliver general medication safely to the larger population has increased by 50% since 2006. - Correct

B)In 2006, the International Center for AIDS prevention developed a vaccine that cured most common types of HIV virus within 2 months of incidence of the disease. - Irrelevant- The International Center for AIDS prevenation is not HIV END campaign


C)More people contracted the disease during the first 2 months of 2006 than did during the first 2 months of previous year. -- Irrelevant

D)Since 2006, HIV END campaign has increased its focus on educating healthy spouses of HIV patients on how to lead a great married life. -- Irrelevant

The period since 2006 can mean the period from 2006 onwards and we need something that specifically says between 2006 and 2007. Because one extreme interpretation of A can be that increase from 2006 to 2007 was minuscule and majority of increase took place after 2007.

How I drilled down to A
This is a strengthen question and not an assumption question . A need not necessarily be true . It just shows how the programme could achieve its goals .It shows a possibility . This possibility itself is sufficient to strengthen the conclusion . We can consider answer choices that increase our belief in the conclusion even to a slight degree .

Answer A

Hi Skywalker18,

As Talayva said above, it does not matter if A is not perfect or airtight -- it just needs to be something that could strengthen the argument, which it is. Since we are simply being asked for something that most helps to strengthen the argument, we do not need a perfect answer choice -- we just need to find the best one. If there was another answer choice that specifically referred to the period between 2006 and 2007, then that would be a better answer, so A would be wrong. But again, A is the best choice here, so it is correct, regardless of the fact that it is not perfect.
