IMO A.
18 miles per hour-Time taken -36 minutes.so time will be less than 36 minutes for any speed more than 18.
Speed Less than 20 means it can be any thing
Say 10.8 miles per hr- so time taken will be 60 minute- not sufficient.

Solution

Given:
• Bill rides his bike to work in the morning on a route that is 18 km long
• 1 km = approximately 0.6 miles
o 18 km = 18 * 0.6 miles = 10.8 miles

To find:
• Did Bill take longer than 40 minutes to get to work this morning?

Approach and Working:
If Bill wants to cover 10.8 miles in 40 minutes or $$\frac{2}{3}$$ hours,
• His speed should be = $$10.8 * \frac{3}{2}$$ mph = 16.2 mph

Therefore, if Bill’s speed is more than 16.2 mph, he will take less than 40 minutes to cover the distance

Analysing Statement 1
• As per the information given in statement 1, Bill's average speed on the trip this morning was greater than 18 miles per hour
o As the speed is more than 16.2 mph, hence the time taken will be less than 40 minutes

Hence, statement 1 is sufficient to answer the question

Analysing Statement 2
• As per the information given in statement 2, Bill's average speed on the trip this morning was less than 20 miles per hour
o But less than 20 mph can be either less, or equal, or more than 1.2 mph

Hence, statement 2 is not sufficient to answer the question

Hence, the correct answer is option A.
