It can't be C for the reason that the second bold faced stmt says that there are other ways also to achieve this, whereas the answer stmt says we cannot achieve the policy made in stmt 1 which is incorrect with the bold faced stmts as we are never saying that practice cannot achieve results.

C) states that practice can't achieve its objective but what exactly is said in stimulus is that alternate practices are also present.....

First one is obvious.
Second: If you can achieve the same objective other ways (& considering the attrition rate), the policy is not needed.
