Let both meet after time "t"
Average Speed = \(\frac{Total Distance Travelled}{Total Time Taken}\)
Distance travelled by Bucky = 2miles
Distance travelled by Robin = 8-2 miles = 6 miles (refer below image)

Average speed of Bucky =\(\frac{Distance }{ time}\) = \(\frac{2}{t}\)
Average speed of Robin=\(\frac{Distance }{ time}\) = \(\frac{6}{t}\)
\(\frac{Average speed of Bucky}{Average speed of Robin}\) = \(\frac{2}{t}\) / \(\frac{6}{t}\) = \(\frac{2}{6}\) = \(\frac{1}{3}\)
So, Answer will be B

They travel for the same time, and Robin travels 3 times as far as Bucky, so Robin must have traveled 3 times as fast as Bucky. So the ratio of Robin's speed to Bucky's speed is 3 to 1. The question asks for the reverse of that ratio, so the answer is 1 to 3 or 1/3.
