As per me its not preferred to use "whether or not"...only preferred one is "whether"....this makes me reject A & B

Now E uses "them" but "roof building" is singular so reject

Between C & D, C is more wordy...i choose D

I am not sure if A and B has typo because both of them are exactly same.

D looks good.
