Dress code for an admission event is business casuals.
Is it mandatory to wear a tie/ blazer?

Biz Casual, to me, means button down shirt (edit: or polo shirt for people not currently under a foot of snow :)), dark pants, dark shoes at minimum - no tie/blazer req.

Business Casual = clothes that no one particularly would ever choose to wear unless they were about 40. Except maybe corduroy.

I really loathe business casual. It is pretty much level with "festive" as a dress code that is built around saying nothing but simply serving to annoy people.

I have a sneaking suspicion it was actually created by some dockers moles placed in industry.

Yep. Even if the dress code is listed as business casual, others will show up in suits. This means that those who actually show up in business casual will look under-dressed. Wear a suit anyway, IMO.
