1. The event more in the past -> North America had been visited by the Vikings from Northern Europe and it is believed by many, the Polynesians from the South Pacific.
2. The event following the above event -> By 1492, when Christopher Columbus “discovered” the New World.
Hence, the usage of Past perfect "had" is correct here.
