yea it has to be C

if you are matching concerns of a democrats with a parsimonious republican you are inferring that the democrat is not parsimonious because you need to combine them to make Bush's philosophy

By awkwardly trying to match the concerns of a Democrat with the means of a parsimonious Republican, Bush ended up with an incoherent philosophy that might be dubbed Reaganomics with a human face. We can infer that

Answer Choices :

(A) Reaganomics was inhuman and Bush wants to change it.
Can't be infered. Bush doesn't want to change anything. He only wants to match the concerns od a Democrat with the means of a Republican.
(B) Republicans are poor while Democrats have wider concerns.
We can not infer that the concerns of Democrats are wider than those of Republicans. There are no data provided about the concerns of Republicans.
(C) Democrats are not parsimonious.
Perhaps it is the answer. Only because Democrats and Republicans are confronted here. And if one is parsimoniuos, then the other must be not parsimonious. Though I think it can not be 100% infered.
(D) Democrats seem more liberal.
can not be infered
(E) Republican and Democrats have inimical policies.

For me E is the best answer, though maybe "inimical" is overstated.

GMAThopeful, do you have an Official Explanation?

OA is D

OE: "Concerns of a Democrat" and "parsimonious Republican" imply that Democrats are more liberal. Hence, (D).

Is the noun "parsimony" used in the sense of liberal vs staunch? Only then can this choice be true.

I don't think this is GMAT quality question. I would suggest we refrain from posting questions that are anything but GMAT quality. I don't mean to cast aspersions on anyone's choice but if you guys look at the comments of folks who have score in high 700 range they all concur that we do a lot of disservice to our GMAT-efforts by wasting time on questions that do not conform to GMAT-standards.
